Unicode 3.1 (June 2001) introduced the Tag characters used to encode geographic subdivisions inside flags — the mechanism behind \u{1F3F4}\u{E0067}\u{E0062}\u{E0065}\u{E006E}\u{E0067}\u{E007F} England, Scotland, and Wales — without adding any standalone emoji codepoints.
